Note that rhetoric does not equal planning.  When the CBO (Congressional Budget Office) was asked to run the numbers on Obama's plan, they said they couldn't run numbers on a speech.  His only Budget submitted was voted down in the Senate 97-0. 


ROMNEY'S PLAN

Although mocked for its having 59 key items, it is a very detailed initial plan that is practical -  and in writing!

And one unique difference is that he actually has the capability to implement!
